Flavour:
One of the tricks the brotherhood gave you was a temporary paralysis shock burst. This will cause a person to be unable to move for a while, but not render them unconscious.

Role Ability:
During any phase, you may select a player. That player will be unable to exit at the end of the Phase. You can only use this ability on one player per Phase. The room will be informed that you have used this ability.

Will the room be informed that I specifically have used this ability, or that it has been used in general?
