I was watching the FE clock on my browser, and his post was definitely after it hit the deadline, but Penner still allowed it. Why wait until the literal last second to tie the vote?

If Primate flipped Mason, I could see it. But there is no way im317 knew what Primate's role/alignment was prior to that vote.
