I followed a target (Hot Cocoa), but then I can't find my target. Instead I interact with Tony, I assume Tony is the buser because I saw him interact with me.
Actually I reread Herm's statements and I think I realized something

Instead he went to Tony.
Herm saw that Tony interacted with him.
I'm not positive if Tony is a busser, but if Tony did something last night, it means he lied about being vanilla.
Also Herm, it's possible for Tony's actions to affect multiple people. If a mafia member is sent out to kill, that member can still use their role on another person.

But everyone here posts on a daily basis. I doubt the person is truly inactive.

There was never a SK and it's all the work of a vigilante early in the game
The SK's role loses the ability to kill at a certain point.
Someone stops sending in their kills.
The kill is related to third party and has stopped since Jeff was killed.
The killers both chose the same targets two nights in a row.
