It doesn't make sense that the goon goes out for the kill if he's blocked.
If he's stuck somewhere and can't do his action (like a jail), why would it matter that he was ordered to do it?

If you also don't go out for the kill if the Don is blocked then it's pretty underpowered.

clearly, it should be that the kill can be blocked either way.

The goon block makes more sense than the don block.

goon block imo, unless it's a function of the Don's role that that creates the action then it could be a don block.
